What's particularly aggravating is I'm sure there are other laws on the books that could be used to pursue people who do something stupid in traffic because they aren't paying attention. I just learned that in Prince George's County Maryland they've decided to deter car thefts by fining people who leave their cars idling unattended in their own driveways.
We need to protect criminals from tempting situations by limiting individual personal civil liberty. Makes perfect sense to me. Go, PG County!
